Russian naming has middle names indicating "son of". In this case, it means his father's first name was Habibullah.
Odd that they would switch languages, though. Should be 'ibn Habibullah' if they're sticking with the patronym middle name.
The 'Saipov' is even more odd, in this case. One of his ancestors converted to Islam, and they left the family name?
Why? They don't speak Arabic in Uzbekistan.
They clearly speak some, because that's where the first half of the name comes from.
Even in Syria the Uzbek group is named "Jihod" because they just can't learn proper Arabic.
