In some respects they're even more free than the US. There was only advice to close, advice for curfews, and advice for masking up. There was no law or penalty for anyone who defied those suggestions.
On the other hand, culturally, they don't resist authority. A request that is made but given the weight of ordinance on receipt isn't really "just a request".

This just gives me a bad feeling about Japanese culture.
