It's true, but also (while not a lawyer) I'm fairly confident it's not possible to prove you weren't chosen because discrimination unless you have an audio/video recording of recruiter looking specifically at your resume and saying "nah, Bobby is too white".
Remember, people apply to jobs to find work, not to find someone to play legal battles with. When Ive used to apply to places like blizzard, I would send several dozen applications every week, and would only hear back from one or two places. Further even when I did well in interview it was 50/50 whether they've moved to next round or rejected me for obscure reasons or just ghosted outright.
