Well, as Darwin predicted, once you remove selective pressures from a species (or, rather, a population thereof) the genetic junk starts to pile up and get passed on from generation to generation. This might not be noticed for a while, until recessive junk carriers start to meet up with other recessive junk carriers, and then all of a sudden, comes that one generation where it looks like an army of freaks came from out of nowhere.
That, and they used to closet themselves and act normal out in public. But the peer pressure to do so has also been eliminated, so, couple this with the effect from the first paragraph, and you have a train wreck of a species/population.
In this case, the world began shutting down long-term asylums for the mentally unfit forty years ago, and the mentally defective got out and started breeding - mostly with each other.
These are their children; these are their grandchildren.
