I don't know how well trained that dog is, but it clearly doesn't realize it's meant to be at work, and that's a failure on the part of the handler (who appears to be trying to 'throw' the dog at the protestors with the leash).

The cops in the foreground were both incompetent and malicious, haphazardly swinging their batons around in an unproductive, uncoordinated fashion.
