Being charitable, here, but in context I assume that meant, "decolonize the atmosphere of the room/the working environment"...

As in, the "atmosphere" that we are working in. The "vibe", if you will.

Which is still complete horseshit, but... Let's not be facetious, here. It's not that hard to work out.
