Dan Andrews can only declare his "state of emergency", which gives him quite literally dictatorial powers, including to suspend parliament and completely remove all political oversight, every six months. Therefore, the "emergency powers" VicPol so enjoys enforcing, theoretically expire every six months, unless a majority of parliament approves them being extended (yes, I know that doesn't make much sense, given that parliament can't really rule on things while it is suspended, but that is the theory).
So, for police to announce the creation of these separate "command units", which they expect to be enforcing these "emergency protocols" until the end of 2022, means one of two things: a) Shane Patton, police commissioner, expects these new "powers" to be continually extended until then, or b) by creating these units, VicPol intends to distance itself from their "enforcement divisions", which they will use to continue clamping down on people, outside of normal laws, even after this next "emergency period" expires.
That's important, because a) is scary, but b) is legally... Dubious, at best.
Anyway, I guess the main point of all this is that the fucking police force expects to be enforcing this "New Normal" police state for more than another year, and they clearly believe they unilaterally have the power to do that, especially with the media, including Channel 10 which broke this story, running interference to say how "wonderful" and "heroic" the Gestapo are...
Final thing: Victoria has an election next year. What this announcement means is that these "emergency measures" are likely to conveniently remain in place until AFTER that election, if Dan even goes willingly/doesn't postpone the election. This is a takeover, and the latest move towards a literal police state. So that's great. Imagine trying to run as an opposition candidate while knowing that the state may just send in the Gestapo to arrest you for handing out free food, let alone campaigning...
