I'm usually pretty good at predicting stuff like this, and my gut still says it won't happen. I think he may try, but I think it will either get struck down by the Supreme Court or the states will just refuse to enforce. I think the airline industry would die if they tried to implement this on flights, so they'll probably have their lobbyists out in force to prevent this... not that this administration has the common sense to pay attention in this case.
