Like today, I'm sure they had a lot of intel that pointed to an imminent Japanese attack, but either chose to ignore it, or didn't take that threat seriously.
Obviously FDR took advantage of the situation afterwards to push the war he had been preparing for. However, to say that he knew definitively that Pearl was going to be attacked is like saying that the State Dept and DHS know definitively that the US is going to be attackrd out of the probably thousands of terror threats that the US gets daily.
Occam's Razor suggests that one slipped through and they didn't let a good crisis go to waste.

I tend to believe we were caught flat footed. At the time, it wasn't thought possible for bombers to fly as far as they did to reach Pearl Harbor.
After PH there were inquires to figure out who fucked up, and as you'd expect they scapegoated one or two lowly officers.
THIS. While we were aware of the Japanese fleet being on the move most assumed they would target something of minor importance and may not even be our shit since it wasn't thought possible for bombers to fly as far as they did to reach Pearl and Guam was even considered a bit far unless it was a 1 way trip so the thought was either Australian owned island or some podunk island we didn't care about with next to no assets or population. We were caught shitting on the pot without toilet paper.....Not as bad as the Russians in 1904 were but damn close.
