USA stopped selling oil to Japan because they didn't agree with their conquest of China. Japan then moves to secure oil fields to the south, which are under US ally protection. US sends warships to Pearl Harbor as a warning, Japan bombs them, the rest is history.

Imperial Japan needed to go down, and the outcome of the pacific theater was for the best, but Pearl Harbor was far from a random bombing. It was partly the US's fault for being passive aggressive, and it was mostly Imperial Japan's fault for being an international asshole.
