Weird advice. You ever play StarCraft? Or similar games. There's this tactic in the game and in real war but basically it's called harassing. You don't full on attack the enemy with your army. You do specific attacks here and there where they least expect it and the other player is forced to redirect attention to the immediate problem. The time and resources the other player loses/expends to extinguish your attack is greater than what you put into it. Done enough times it can really screw you over for no other reason than they've wasted a ton of time and not accomplished anything else for however long you've been getting harassed.
Think about things you can do which are low effort, low cost, low risk, but can have an outsized cost on the authorities. As a complete example, flattening someone's tires can take a few seconds, but filling them back up can take twenty minutes. Be creative. Wear them down. Talk to trustworthy confidants and brainstorm ideas. Make the govs life a pain in the ass.
