Wasn't Newgrounds founded as a bastion for edgy shit like clubbing baby seals precisely because of censorship in other media?

I specifically remember Fulp et al giving that as a reason for the site and why it's historically hosted pretty much anything that isn't explicitly illegally.

When exactly did that change?
