Definitely not. It's been the exact opposite since the first world war, right through the second, through the cold war, through reagan, right to the present day, and I don't see that changing soon. The UK government definitely does not want a weak US.
Still, this is the strongest, most non-partisan public criticism of a US president I've seen the government make in my lifetime. Bush didn't get anything like this. Trump didn't get anything like this.
