Biden's got a very tenuous grip on power in the US, because he's trying to replace the existing system with one that will entrench a Democrat hegemony, regardless of what the voters want, and the US system is specifically designed to resist that. He's probably got his hands full trying to subdue the US, so to hell with whatever happens halfway across the world.
