What is the worst they can do? ban a fresh account that took you less than a minute to create? And if you are super civil then their ban will be easily appealable as being unreasonable and the blowback to "GorillaWarfare" could be huge.
The talk page is "semi-protected", which means that, no, fresh accounts cannot comment on the proposal. And even if one managed to, it would be immediately dismissed as a "single-purpose account".
Most Wikipedia editors who invested time and effort trying to fix the article have long since given it up as a lost cause. A dedicated mob of established administrators with endless time on their hands have blockaded even the smallest of sensible edits.

You get the same for opposing Transgender. They banned Darkfrog for proposing an RFC about it, made up some excuse that is provably not true, and banned everyone who spoke up in Darkfrog's defense.
