This seems fucked up, but what is the point. If you can't read/ write or do math you are not getting in to college. I assume even if you are a transgender black non-binary paraplegic you are still required to read and write to get in to a good school. By removing incentives during highschool you are making the system worse, you will get less people in to higher education (not that this is a bad thing) but it is the exact opposite that they are trying to do.
It will also create a bigger gap between private and public schools. It also gives an advantage to stay at home moms that will make sure their children will know how to properly read, write and do math.
I do not care about Oregon but the sheer stupidity is what bugs me, virtue signaling at the cost of children future and I bet they feel so good about passing this crap.
I think part of it is just sticking their heads in the sand. US public schools in general do terribly at actually teaching people to read or do math and no doubt for minorities it is even worse. If you just stop measuring you won't see how bad it is anymore.
On top of that it's gatekeeping, if public schools don't actually teach anything except ideology anymore, then the elites don't have to worry about pleb kids coming to compete with theirs.
