I mean literally yes. That is quite literally what is happening, only it is on all three levels of government: city (fairly powerless, but can make by-laws banning individuals from doing stuff), state (can literally destroy your life, if it so pleases), and federal (let's not even go there)...
It's quite scary. I've never seen anything quite like it, here, and I've been "awake" to the nefarious goings-on of the bureaucracy of this island shithole for some years, now, lol... :-/
