No you can pardon before. Nixon was pardoned before any formal charges. But a president can’t pardon someone of state charges like the ones Kyle are facing only federal charges.
That may only apply to federal charges, there might be some different rules that apply to governor issued pardons (and I wouldn't be surprised if it varied state to state).
