The governments are in on this. The normies can't know about wizards, but somehow wizards are able to bang normies and produce wizard offspring, and in some cases two normies can make a wizard. Normies are able to know about magic (Harry's aunt, uncle and cousin) but somehow the secret is never slipped to wider society (Really, Dudley will never post on the internet?) ... all because they don't want to solve the world's problems. It's an entire society based on shirking responsibility. And that's why the left loves it so much.
