Police can "press charges" just like a crime victim would, and the DA's office often just goes with their recommendation without much review. But yes this is perfect situation where the suspect could contact the DA and ask them not to file charges, and a reasonable one would oblige. If Kamala Harris is in charge then you're boned.

It’s not a dig at cops but a realization that their job starts and ends with stopping whatever fuckup has occurred so that someone else can adjudicate what’s right and wrong when the scene is safe.
