Which quote from where? The OP asked a rhetorical question. The link goes to Tim Pool with a video of Biden.
And in context of the video, actually Biden engaged in a Freudian slip because right now the contention is that there aren't enough securities in place to count legitimate votes in some contested states. And those complaints are 100% correct, because as Biden pointed out, as of right now, some of the machines can literally NOT count your vote at all if the people in charge of counting votes decide your vote doesn't matter.
If you're unfamiliar with what I'm talking about, it was an investigation into the Dominion machines by the county clerks that led to the current audits taking place in certain swing states. It's like when the media cut the lines of trump saying there were "very fine people, on both sides" Ignoring the part of that sentence where he said white supremacist's are bad guys, turns around and the media's like Trump says white supremacist's are very fine people. I
Quote tweeted headlines to make it seem someone is saying the opposite of what they are saying are bad... they're bad when the Dems do it they're bad when the Right does it. I wanted you all to know (in case you cared) that this take by both beanie man and @trumpjew2 is that. If you don't care that Biden is saying the opposite of what he is being reported to have said, then you can disregard my message.

All right, so even with the first sentence annexed to the rest of the paragraph, he's talking about "pernicious forms" of violating voting rights, which is exactly what the Democrats did in real life and have now been caught trying to cover up. It really was an unprecedented assault against voting rights since they literally were the ones counting/manipulating the votes and reached false figures to put Biden over the line.
I understand your point that Tim Pool truncated part of the quote with the video clip, but it still doesn't change the overall outcome that Biden is talking about something his side literally engaged in, and now there's proof of it.
You can gripe about the brevity of the post not containing the full context of the quote, but look at the BROADER context of how Biden's quote fits within what actually happened. And in that regard, the OP's rhetorical question actually rings true. Yes, Biden did admit the existence of voter fraud as recently discovered in the audit.
