A "based" invasion of Afghanistan would have looked very different. It would have done one of two things: a simple vengeance attack to make an example out of the dumb bastards who dared enable an attack on American soil; or cultural genocide. Remaking Afghanistan was never going to work if we were unwilling to kill every Afghan unfit to live in civilised society, and since we weren't we should never have taken on that challenge.
