This. I have heard stories of modders pitching fits and pulling their content lest "bigots" download it, but never heard of modders banning specific people from downloading files. Maybe it is happening, but I don't see anything on the linked page about it.

Indeed. There have been modders to who have thrown hissy fits before but ultimately its their work so if they want to stop distributing it that's their decision.
As far as I know the Nexus doesn't even have the functionality to block specific people from downloading your files.
Besides modders on the Nexus don't have the ability to ban people from their mods. It's not a feature on the site as far as I know. Only the site admins do that.
I could just be being blind, but where abouts does this author specifically ban people for wrongthink?

Nope, and I publish a few mods in the New Vegas nexus myself and have never even seen that as an option.
