The carbon tax proposal I read had a fund to redistribute tax revenue to residents to make them 'whole' against higher prices of all goods that use energy.
But in the fine print nobody reads it says only people with 1 or 2 children will be made whole and everybody else with more kids or no kids will pay more - basically a "two-child policy" like China had.
I don't think they even care about carbon or the environment.
