Considering that Three Miles Island killed zero people and Chernobyl was a disaster mostly because of how the Bolsheviks dealt with it, it does not seem to me that pre-1990 nuclear power plants were unsafe either. It's just stratospherically safe, and definitely kills fewer people than coal.
