I don't think he was - his argument is more of a "I don't want to accidentally make the trans rights brigade look correct".
The problem is - trans people have a far more likely cause of suicide than discrimination which is, obviously, irreparably damaging their bodies. They've always had a high suicide rate, regardless of who holds power, so the idea that it could be society's fault is rather insane.
Contrast that with men, who haven't got this huge history of massive suicide rates, but just a recent spike upwards, and you see why the societal/political argument applies far more there.
