I agree that what Oracle is doing is rather shady; however, it’s hard to say if it’s shadier than what quite a few other large corporations are doing.
I’m rather doubtful, however, that the author was doing actual journalism. Oracle seems to be targeted due to its conservative CEO, and I believe this may be part of that trend. (Likewise, Palantir has been targeted due to Peter Thiel.)
Oracle's CEO is your stereotypical money hungry billionaire with a huge ego. I've listened to his interviews, the guy is funny and a lot more relatable then the likes of Zuckerberg or Bezos. He also has a huge yacht and 90%+ of a huge island with a resort without going around lecturing others on climate change.
