Part of that is the fact that we haven't truly waged war since before Vietnam. We've been a half-ass peacekeeping force. We didn't go into the Middle East, or Vietnam for that matter, with the intent to conquer, subjugate the peoples, and add them to a colonial empire. We went in without any real plans at all other than extort resources kinda, but without implementing our own infrastructure.
