I mean, this is exactly the problem that happened with Narcan.
Departments started pushing that shit to officers because it was extremely effective at regaining consciousness of nearly lethal over-doses. To the horror of fucking everyone, it didn't reduce over-doses. In fact, over-doses increased. This was because addicts realized that they could push their limits further, and started relying on trip sitters or even just nearby witnesses to call the police when they OD'd.
This is a common thread in human psychology. Protectionism from the consequences of an action, increase the occurrences of that action, because there is no consequence that disincentivizes them.
Junkies and Addicts will push themselves to the point of death, and their addiction incentivizes them to keep going. The dealer is incentivized to sell. No on here is properly incentivized to refuse.
