Atm the banner is zoomed in a bit, could zoom it out so the stars are visible, regarding community bar are you talking about changing the banner image so it's fade is black instead of green?
Here, this should be just a simple drop-in replacement which won't require any changes to the CSS apart from adjust the image (in theory). I added more sky so that when the communities bar is overlaid, there's still be a decent amount of sky left:

So basically the community bar is covering the top of the banner.

See what you guys prefer. If you're having difficulty moving the image down, what I could do is create a larger region at the top with more stars, so that you don't even need to change the CSS, just the image.
