I mean, IIRC, the military were the ones who conducted the massacre at Timișoara, but were also the ones that executed Ceaușescu. Then a bunch of the military apparatus took over the government after his execution. The Revolution succeeded in overthrowing the dictator, but not upending the government's structure. The Romanian establishment just got caught with their thumb up their dick. It's still a win, but it's not a total victory. Few revolutions are.
As for the EU, massive centralized bodies like that depend on authoritarianism and corruption in order to maintain control. So unfortunately, hoping the EU will clear up corruption is like hoping the Mob ends crime. They only way they do that is by monopolizing it.
