If the business gets its hands on the money, then the old standard of under-reporting tips and pocketing cash is going to go by the wayside quickly.

This is, in order:

An effective tax increase on wait staff.
An effective pay cut for wait staff.
An effective pay increase for everyone else working in a restaurant.
