Or perhaps it was that they don't need a test, which I can only assume is because asymptomatic cases weren't considered a concern at the time. It's not on their guidelines page anymore, I can only find articles referencing it, not the passage on the CDC's site itself.

Eh, that's not true.
You can be healthy without the virus, healthy with the virus (asymptomatic carrier), or sick with the virus. There's nothing Orwellian about it.
The only time being asymptomatic means you're not healthy is when you're not actually asymptomatic, you're just presymtomatic.
Was common knowledge you could give others a cold a day or two before you actually felt sick. Not 2 weeks bullshit with the commie coof. And the key point there is, you actually got symptoms yourself.
If you test positive for the commie coof and you never had or have any symptoms, you're not sick.
