Police Funding
Internet/Social Media censorship

These are all non-partisan issues, yet this is portrayed as Left V.S. Right.

I don't know what you mean. Legalization of marijuana is absolutely a partisan issue if one of those parts is a puritanical religious aspect. Puritans absolutely believe that the legalization of marijuana is a moral issue.
