Such language is a step towards "if we can tax land owners, why can't we tax penis/vagina owners?

Well, there already are taxes that are effectively a punishment for being male.

"Equal" taxes are inequal if only one group is getting direct government handouts. Taxes are individually both positive and negative.

"Net Tax" is not equal.
