He released a provisional Hawaiian certificate that was one of a famously fraudulent wave at the time. Hawaii was involved in an immigration scandal where they'd allow anyone to claim their kids were citizens without proof. Obama provided one of THOSE from that era. It wasn't just a bad answer, it was basically confirmation that he had no proof at all that he was American. Or worse, confirmation he wasn't and a dare to anyone that would have a problem with that.
