He has 30 something percent of the seats in government. He didnt win anything and its one of the lower minority governments possible. Also, Canada does not vote for a prime minister. They dont vote for Justin Trudeau at all. Seats for the party MPs form the government with the most seats. Party leader then picks the PM, who is usually the party leader himself.
In addition to this, we have a system that heavily favours population - more people = more MPs = more seats. Our population is heavily situated in southern Ontario and around the Montreal area in quebec. Roughly 50% of the seats for government reside in those areas and most immigrants settle around Toronto region. This population based representation would be equivilent of letting California decide all elections in America. For comparison, 4 Atlantic provinces have approximately 30 seats total out of 335. Many of those seats are guaranteed/required as minimum seats as part of our confederation. Ontario has 106 seats. Quebec has 75. Alberta has been the economic power house of our country for decades and only province that doesnt get equilization payments (basically government funding stolen from other provinces - ie from Alberta), yet only has 28 seats.

Look at that map of voting. Tell me Canada voted Liberal or that the country voted Trudeau. Canadians didnt vote him - "newly Canadians" did. And en masse in their ethnic enclaves in and around all major cities - where they were placed by politicians.
