I don't think she is necessarily pursuing personal gain. In fact, I think she has been relatively ineffective there. Instead, I think she is a Narcissist:

Couldn't care less for anybody else, despite frequently pretending to be the most compassionate people-- more compassionate than you are!
In fact, they are abusive to people around them, and even take pleasure in hurting other people.
