Also, the pogroms you or that article were referencing started under the czar. They continued for several years after that too but I believe they were carried out primarily by Tsarists. Those still loyal to the Czar and his family.
No, late in Stalin's reign, he decided the jews in the high command, especially were a problem. lol. So he started attempting to purge them from the ranks. Well, let's get creative. My initial thoughts would be to set up a safe channel of communication and then bring others into the fold. The good thing about a site like this is there is post history.
