This is pathetic. This is the kind of silly bureaucratic nonsense that these officers should just ignore. How about simply telling the supervisor/commander "aye, aye, sir, we'll get right on top of that," go get some coffee at the gas station, find a quiet parking lot to relax for a bit, and then report back 30 minutes later that the "quarantinee" seems to be in proper compliance. There are ways to fight the system from within without even jeopardizing your job in the slightest.
