Well, it's pretty common sense. When it's only in major cities, most of the country can ignore it. On top of that, city folks themselves kind of ignore it, because they're vaguely used to seeing protest movements fill their streets.
In small towns/lesser cities, this kind of shit never happens, so when it finally does happen it will be a major shock to the people living there - most of whom will have never seen even a peaceful protest, let a lone a riot, in their entire lives.
It would be an exposive tipping point for sure.
