Yeah this is exactly it. Every single major western game before like 2008 was a "boys club" pretty much. It only became a problem once HR managers and diversity hires started to become mandatory. After that the HR managers hire in more women as artists, programmers, UI designers, etc. That's when women have to compete directly against men, and since the player base is about 85% men the men tend to have a better idea of what makes a good or successful game.
Jade Raymond was already one of the main producers of Assassins Creed, which cuts into their narrative. It goes to show that the series already had some women working in it from high positions from its inception.
