The smart ones who knew what it meant. Now the holdouts can be RIFd without an 8 month severance.
Unless you are a specialist in your role, always take the package. Sometimes even if you are irreplaceable, take the package. Because the office will be so downsized you'll be forced to relo to a new building/state anyhow.
