It's easy. Use the same formula we should use here. Stop the "gibs".

No housing vouchers.
No cash benefits.
No "commodity payments" (EBT).
If they're not there legally - no work permits or rentals. Arrest and frog march any CEO or landlord that breaks the law.

Do give them a free ticket back to wherever they "migrated" from.
