The subject matter becomes a hot button topic because the registry can include morons found naked while intoxicated, "urinating in public", and possible convicts of false rape accusations. To my knowledge, almost any sexual/nudity-related offense or misdemeanor automatically gets you thrown on the list. It should still exist for convicted pedophiles, assailants, proven rapists and nudists, but like most criminals there's no remediation once you end up docked the first time. Doesn't matter the level of offense, because it's not tiered; normal life pretty much ends.

I would have said "exhibitionists" as nudism is legal in private property/designated areas.
As for the main subject, people who offended specifically because they were drunk or high do not belong on the registry.
