Using government to fix problems government created never works. If the government was cut down to intended size and stopped prosecuting innocents for self-defense, the problem will self-correct.
Remove welfare abuses that incentivize fatherlessness, affirmative action / DEI / CRT trash and other such government meddling and the problem would be well on it's way out.
Also, post bounties for major gang / cartel members, dead or alive. Let the vets loose on them.
