The German state is responsible. The German population was the victim of the Nazis. Of course, the German state is now trying to use its own crimes to further oppress the population.

The German state is a state. Neither 'the Jews' nor 'Jews' are. If you are suggesting that it's OK to criticize 'Jews' , but not attack 'the Jews' as a whole, then I agree.
