Ukraine asked for more coverage so they could do something they weren't allowed to do. In Kiev rules don't apply to the powerful and they assumed it would be the same here. (As bad as the West is about corruption, eastern Europe has it to an art form. It's like comparing your clay cup you made in art in elementary school to fine China.)
