You aren't wrong, its just such a perfectly crafted weapon that you don't even need to have any relation to the situation or kid to be hit with it.
Heck, to use a historical example. Albert Fish was a crazy serial killer who abducted and killed a little girl like a century ago. The girl's mother would accuse every man put in front of her of having done it and attempt to get them put away for the crime despite having no evidence except her psychotic J'accuse!. And she was treated as a poor grieving mother with no consequence for this, despite the fact that if the police were slightly worse at their jobs dozens of men would be ostracized, assaulted or even arrested for the hit on their reputations.
Which I think is an important note. The woman doesn't even need to be acting in malice. There are no prerequisites. She can and will just accuse men at random of this tactic, and it will be taken as noteworthy enough to have the police document and be involved.
