I got bored pretty quick but its not really my type of game.
If your looking for a good game in the 30 clams range, I highly recommend Rimworld, Factorio and Divinity: Original Sin 2 (you don't need to play the first one).
mainly, I'm looking for a cat simulator, but I want something with a little more substance than a short story reworked as a glorified interactive movie, lol.
From what I've seen it's barely a game; more like a walking simulator where you play as a cat.

lol, afraid I can't help with that. But if you find a good sandbox-survival-catsim let me know. I would unironically play the shit out of that game.
